the other answerers who suggested that you may want to bleach first are correct. in order to obtain blue hair that shows vibrantly then you must always use on bleached hair. the only problem is that if you use a permanent colour then you may end up with green hair. yellow + blue = green, right? so if your hair is naturally blonde then this is the best base to start from as no bleaching will be required. try a temporary blue colour like a shade from the Smart range: http://www.smartbeautyshop.com/acatalog/Smart_Colour_Spray.html

it depends on how bright of blue you want it to look. if you dye blue over your dark hair, you will only see it when the sunshines on it or light hits it.
if you want bright blue hair, bleach it first then dye it blue =) just get some good conditioner to take care of your hair after you do it =)

Yes, but dye over bleach can result in odd and uneven coloring. Get a professional to do it the first time and take notes. You could also trim some off and experiment on it.

Add a blue streak to your naturally dark hair. Don't go all blue. A small blue streak is really sexy, IMO, but all blue is a psycho-stay-away-from-me color.

If you want the blue to be lighter and more brighter... yes
However using bleach and/or dying your hair a color like that can permanetly damage your hair.
Why do you want to die your hair blue...

I got my hair colored blue with blonde underneath. and it didn't last for more then a week. I would suggest a stain.
