No you are not supposed to work the same muscle three times a week. Two times a week is the most you should be doing it. Many bodybuilders only work each muscle once a week. Here is my schedule
sat biceps
sun triceps
mon abs legs
tues shoulders
wed back
thurs chest
fri abs legs
This way none of the workouts interfere with each other.
Each workout should be intense enough that you need 3-6 days to recover from it. Do 9-12 sets of 3-4 different exercises. ex:incline bench 3x8, flat 3x8,decline 3x8,flies 3x8
When working your back your biceps are used for many of the exercises so you want to seperate those two muscles Same thing with chest and triceps.
You also need the right diet to get bigger. You need to eat alot and make sure to get enough protein. Drink alot of water too.

Variety of exercise is the key I have found. I don't believe you should get into a pattern, surprise your muscles!
For example..an exercise called Mountain Climbers. Its from a workout that also contains a section for females and males which is excellent.
Mountain climbers are done by starting in a pushup position
and then shuffling your feet in and out so that your knees are
moving in under your chest and then back out to starting
position. It sort of resembles climbing a mountain but flat on
the floor. If you want an advanced version, you can also shuffle your hands 8-10 inches forward and backward in
addition to the leg movements. This really makes it a full
body exercise and MUCH more difficult than standard mountain climbers.
After finishing each exercise, rest about 30 seconds before
starting the next exercise. Rest about 1-2 minutes after
completing each "tri-set" before repeating.
This will give you one of the best ab workouts you've ever had
without even doing any direct ab exercises. You'll see what I
mean after you try it!
Once you get away from the myth that a 1000 crunches and 500 situps a day is all you need to do for great abs, then amazing results can be seen.

I think you wanna work the same muscle group no more than twice a week if not once. If you work hard enough, your body won't need anymore than that because lifting is only half the game, You're muscles need a few days to recover and grow or else they're in a constant state of being broken down. Only my opinion and I've had pretty decent luck with twice a week. Make sure you eat the right stuff, and a lot of it.

your not "supposed" to do any one thing. there are all different forms of training designed to get different kinds of results. if you really are looking for increased muscle mass then doing a three day split will work fine for you (do 2-4 exercises for each muscle, with 6-12 reps and 3-5 sets.) however the point of splitting everything up is that your working each group until complete exhaustion so you need that extra rest. if your not pushing to muscle failure then theres no need to split up your body parts. even if you do all your body in one session you can't just do it once a week. it must be 2-3 times a week to see any results...especially because you won't be pushing to failure if you workout this way due to limited rest time in between sessions.

You should probably work out your upper body two days a week and then your lower body one day a week. 3 times a week is fine. If you want a little more, then just work your lower body one more day or for longer periods of time. A regular workout should take no less than 45 minutes.

you're talking about a 3 day split, those are pretty reliable. idk what you mean about working the same muscle... if youre lifting heavy weights, you should give your muscles rest, since thats when they actually grow. one workout a week for a certain muscle group is fine, but you may want to throw in an extra ab workout.
when youre lifting, youre just tearing the muscle fibers, if you worked the same muscle everyday, you wouldn't get anywhere.
