An abnormal odor can be a series of warning signs. One that comes to mind first is kidney disease. It causes a very strong odor from the mouth that may even be smelled all over the body. There could be an infection elsewhere as others have mentioned. With skin infections like yeast or staph, this will also cause an odor. With a dog of this age it would be advisable to seek a veterinarians opinion. It is not normal even in an older dog to have a smell that doesn't go away with bathing.

Ear and mouth infections are the most typical cause of odor in old dogs. I'd talk to your vet and get your dog checked out.
On the other hand, does your dog have any hound in him? Hounds typically have these nasty glands on their butts that smell horrible until you pop them (at the vet's). I know from personal experience how horrible it can smell. If not, most likely an ear infection.

RE:
Are old dogs supposed to SMELL? Our dog just has this horrible odor!?
We have a dog that is probably around 12 or 13 years old. We got him at the pound many, many years ago .. they didn't know exactly how old he was when we got him. He just recently (probably the last 6 months) has just had this horrible odor .. more than just your normal "dog smell"....

Older dogs do often smell more strongly than younger dogs. However, you really should take him to the vet and get some bloodwork done. While older animals often smell more strongly, I wouldn't exactly classify the smell as "horrible" compared to younger animals. Foul odors in older dogs can be indicative of health problems such as diabetes, liver or kidney failure, or even badly infected teeth and gums.

If you KNOW that it is in his fur then take a hand full of baking soda and rub it into his fur. Send him outside to shake off and then comb him out. The longer the baking soday stays in his fur the better.
It COULD be his diet too... Does he eat anything odd? Has his food changed lately?
When I first got my cat he ran face first into a door and he got some kind of sore inside his cheek and his face started to STINK!
I had a hard time even petting him he smelled so bad.
After a couple of days the swelling went down and the infection healed and the smell went away...
When my other cat got an ear infection when he was about 19 years old his head STANK and I had to use rubbing alcohol and LOTS of cotton balls to get the black goook out and have it heal.
Towards the end, when he was 21, he was unable to clean himself as much as he used to so he smelled pretty bad... I felt bad giving him baths so he would get pretty rank...
I hope you find out what is wrong!

Old dogs are not supposed to smell. No dog should smell.
His anal sacs could be full (rear-end under tail).
He could have an skin condition; He could have teeth trouble. He could have an infection somewhere on the body. He could have Diabetes. There are many reasons why a dog smells.
I suggest you get him to a vet fast.
Old dogs can go down hill very fast and need to see a vet twice a year.
