It's certainly NOT a traditional shopping mall. While it does have plenty of shops and Kiosks, the merchandise sold there is almost exclusively souveniers, trinkets, and novelty items. You will not find banana republic or j-crew or anything like that. It's basically the type of shopping you would expect to find at an amusement park.
Navy Pier has a few decent restaurants but there are much much better food options in the city itself. I couldn't see much reason to go during the winter unless you really want to buy a Chicago Souvenier or some other type of small trinket or novelty item.

Navy Pier is a fun place for people to go. It has shops and fun little food stalls, but there are museums, exhibits, activities for the kids, and of course, the massive Ferris Wheel, and Fireworks at night during the summer.
