Depends on the terrain and traffic.

My hilly, cross town commute takes 20 mins by car, 15 mins by motorcycle and 35 mins by bicycle.

There are too many variables and not enough info. to give an accurate answer as the 1st couple answers have pointed out. For a better answer you could drive the same route you would bike (if different from your normal drive) Also, the mileage would be very helpful. Sometimes, a drive is direct and fast with little traffic and high speed limits. Other times you are in heavy traffic and the drive is very slow. On a bike you may be able to cut through side streets etc. saving lots of time, or you may have to bike a much longer route to avoid freeways etc. Your physical condition, the bike you will use, road conditions and mileage have a major impact on commute time.

It depends if you drive the car on interstate highways or city streets.

If your car commute is 17 min on mostly interstates, then the bike would probably take 50min-1 hour (of course you can't take the bike on the interstate!). If your car commute is mostly city street, then the bike might take 20-25 min or so.

There are still a lot of other variables, such as uphill or downhill, wind speed and direction, how many stoplights you hit etc. And of course you biking ability would affect your time. Lance Armstrong could probably do my commute in half an hour, but it takes me 45-50 minutes.

The others have made some good points. Ride the route you want to take to work on an off day and time yourself. I bet you will have to plan on 1 1/2 hours if you are new to cycling (which you must be to be asking that question). You would probably pare that down to 1 hour with practice.

if your average speed on the car is 30mph, your ride on the bike would be at least double. it all depends on the lights, traffic, terrain, etc. i sue to commute on my car thru town on fro 12 minutes and on the bike was only 15!

depending on your fitness level-road conditions -and the type of bike you have (for example an alloy framed cycle weighs much less than a steel framed one) i would say about an hour.
