Some newborn girls can have vaginal spotting because they had build up the lining of their uterus in response to the mother's estrogen and progesterone. When the baby girl is born, she no longer is exposed to those hormones, so the lining deteriorates, and she may bleed a little. She should not have "periodic" bleeding after this first time, since she is not yet making these hormones. Both baby boys and girls can have a small amount of milky discharge from their nipples for the same reasons. It's called "witch's milk".
