it means she is unsure of herself and is trying to say something while giving herself some room in case it isn't what you want to hear. Tell her to just speak her mind and say what she is really thinking. It may even just be a habit and she is no longer aware she is saying it. For instance, some people say "like" before their sentences for no reason, or "you know". Try pointing it out to her and maybe she will realize it and stop.
