This is the Christian argument for God. They can't prove he or she exists so they true to push the burden of prove on the other guy. I'm afraid that's not the way these things work...

No one has to do anything. But if a person wants to prove that a person was made up for reasons of tax evasion, murder, or other crimes, they trace the name and have to do research in order to be satisfied that the person is either made up, or the person is dead and someone else is using the name for their gain.
If you do not go to the trouble to do this, or for some reason cannot perform the research, then you can assume that the person does not exist - but that would be a guess, wouldn't it? On top of it being a guess that the person doesn't exist, it would be presumptuous and a deception to say that the person didn't exist. When the truth of a person's knowledge is stated, other people have ways of finding out when they are being lied to.
So what's the truth when there is a person not known to exist when it either cannot be researched or hasn't been researched? Answer: They don't know . . . yet.
So why would a person claim the know when they don't know or cannot know? Because they don't like others who claim they know, or they don't like how they feel when they say that they don't know, or it has become in fashion to say you know when you don't actually know. So it has become a fad to lie.

Sometimes if there is doubt about, someone really powerful, not existing. One has to be sure they don't exist, because if they did exist, the influence they would have on your life would have to be taken into account, inorder to do well, and not be blind sided by this powerful one.

Of course not. The burden is on the person that says something exists.
For example, there is no conclusive proof that Jesus was even a real person, let alone a God.
Try to tell that to a fundie though.
