Teacups do in fact exist and it took only a quick web search to figure that out. Unfortunately I do not know the answer to your question.

Teacup anything does not exist -- how many times do you have to hear that before you realize that extra small pups are RUNTS - probably bred that way on purpose by a money hungry, con artist of a back yard breeder to fleece the gullible?
You will likely get an undersize specimen of what is a small dog to begin with. Pup will have all sorts of health and genetic problems, poor thing.
If you must have this dog, don't pay for a mythical teacup when it is a RUNT.
By the way, make sure your mother actually wants a dog - this is not how you usually get a family member - as a present.
Be smart, don't let this byb con you - you know better.
There is no such legitimate registry as APR - that is another byb con - the ONLY legitimate registry in the US is the AKC.
You really need to do some research on puppy mills, back yard breeders, and what is and what isn't legitimate - and good for dogs.

There is no such thing as "teacup". This is just a cutsie name slapped onto small puppies so irresponsible backyard breeders can make a few extra bucks. Do not fall for this! It's important you understand "teacup" puppies do NOT exist.
According to the AKC, the average weight of a Pomeranian is 3-7 pounds, show weigh ideally is 4-6 pounds. Never trust anyone who is breeding out of standards. The reason to breed is to improve the breed, which includes breeding within the breed standard.
I've heard stories of people buying a "teacup" and it turned out to be "regular-sized". APR is a crap registry used by irresponsible backyard breeders and puppy mills. There's only ONE size for the Pomeranian breed.
Yes, you may be paying $250, but the addition of any vet bills that may pop up because you failed to find a responsible breeder who is trying to eliminate health problems in the breed, who doesn't breed extra small puppies, and who actually cares about the breed more than money.
I recommend you skip this breeder and look for someone who breeds AKC Poms, shows their dogs, does genetic and health tests (OFA, CERF, PennHip, etc), does NOT advertise their dogs as "teacup", breeds within the standard, can tell you exactly why they chose to breed those specific dogs, and can tell you what qualities those dogs have to contribute to the breed.
http://www.akc.org has a listing of breeders that you can look at who are responsible. Remember, a puppy is a lifetime commitment. Why settle for an irresponsible breeder you can't trust when you can put a little more effort into finding a responsible and reputable breeder who actually cares for their dogs, the puppies they produce, and you can depend on for your puppies life?

Do you want to breed? If you do, a teacup Pomeranian would not be good; there have been serious complications with teacup poms giving birth because they're so small. However, if you're looking for a companion (not to breed) a teacup would be good. I have a pom, and she is very large for her breed. She's about 13 lbs, when the usual max. weight is 7. (She's just big-boned-ed, and really fluffy!) The hair probably looks weird because their faces are so small, there's not enough room for the fur, so it's all scrunched up! lol! Just a wild guess. I know this is your mom and I understand allot of people who have small dogs they want to call them Teacup, allot of breeders do this because they can get more money for them. But there is actually only 2 breeds of dogs that come in a teacup varierty and that's Chihuahua and a Poodle. Poodles come in 3 different varietys. Here is a true way for you to tell youself ask to see the papers on the male Pomeranian. The AKC paper work will list his breed and it will say Pomeranian not tea cup because there is no such breed if he is small then I would call him the runt of the litter. Pomeranians are good dogs average weight full grown of a regular pomeranian is 3 to 7 pounds. If you doubt what I am telling you look it up on the American Kennel Club website. I just did.
They list this dog as a TOY but it doesnt mean a teacup it just means it falls in the TOY group. My Yorkies also fall in the Toy group, but No matter how small my yorkies are they will never be tea cups. Some are breed smaller but note the smaller the breed is the more problems they have in life, if your getting a tiny pup I suggust you get medical insurance on him unless you have plenty of money. Because smaller breed dogs have more problems. And I know breeders will not tell you that but the American Kennel Club will and they you just got to decided who you think knows more.
It really upsets me when I see ads posting Teacups for dogs that do not come in a teacup size. A friend of mine has a Teacup Poodle that is AKC registered and her AKC paperwork list her dog as a Teacup Poodle. Anyway no matter which dog you pick your not getting a tea cup but $250.00 is a good deal for a Pomeranian if you want a tea cup you better look for a different breed. And when someone breeds a regular size female with an extra small male its so they don't have breeding problems. Small females usually have to have c-sections which would cost the breeder more. Pick which ever dog you want but know your not getting a teacup, but love it just like it was. Dogs need love,but if yours grows up to be 7lbs and then your not going to want it anymore don't get it. Because there is no way to tell how big they will grow to be. Good Luck

The father must be a runt too. These puppy mill breeders take the smallest, unheathiest puppies, keep them for breeders then breed them, and again keep the smallest - trying to make a "so called" teacup.
I would stear clear of such dogs as you are looking for a lot of possible medical problems down the line.
When purchasing any breed, try to pick puppies that are as close as possible to the "Standard" for that particular breed.
Added: If this pup is 1/2 the size of the litter mates, how can you say "It is not the runt" In your language - what does RUNT mean?

Your mom should get out the checkbook, because she is going to need it when all the health problems surface in this pup. There is NO such thing as a "teacup" and in addition, the breeder you have chosen is very DISreputable, so you probably won't get much of a health guarantee, either. If you want to break your heart down the road, buy a runt, because it will surely not live its full expected lifetime.

Depends on how poorly bred the undersized runt actually is.
ALL "teacups" are runts.
And "APR registry" means "someone paid a scam registry money to get a piece of paper that says 'yes, it's a dog' so that stupid buyers will think it means something special."
Get a healthy dog from a reputable breeder, and if you're looking for a registry in the US, don't look for anything other than AKC.

This young the size means nothing- I have a dog in my house who at that age was nicknamed "biggen" cause she was the biggest in the litter she matured out the smallest -2 1/2 inches smaller than her brother. She has a half sister registered as "micro force" cause she was half the size of her littermates - she grew out every bit as big as most of her sibs.
PS half the size and not the runt? depends on definiton of runt - one definition IS the smallest so he IS the runt by that one. Now he may not be one by the definiton of runt as unhealthy.
PPS APR registry is not the best registry being started to allow puppy mills banned from AKC to sell "registered" pups

They're useless and are very sickly resulting in very expensive vet bills and care . They're beyond standards meaning you couldnt register them with anything ( real registries like AKC , UKC, etc. ) APR is crap anyways , only BYBs and puppymillers use that registry . Get a real Pomeranian thats actually registerable and can fit quality standards without paying a small fortune on vet bills and extensive care . Not worth it at all . And if your only paying $250.00 for the dog then you know its going to be sick .

1) no ethical reputable breeder would ever sell a dog with a "teacup" label.
2) the fact that the pup is only $250 should raise an eyebrow. even pet quality poms from a reputable breeder will be more than just $250.
3) it is APR registered? run away. fast from this breeder. if the dogs arent at least akc registered, dont even give them a second look. these dogs are not healthy and the breeder is not reputable. period.
