per NYC building codes is it legal to build a bathroom in the basement ?

If so are there any more requirements than building a bathroom on any other floor? Thank you for your answers.

I don't know about NYC, but I've seen bathrooms in the basement a lot elsewhere. However, there are some unique plumbing problems to go with that, so you'll want someone who knows what they're doing.
