lots of interesting things with this case but what has shocked me was how easy it was for him to get a new passport with a different name, what with all the ID's going missing does it worry you with identity fraud

I've actually heard about a story similar to this.

An American applied for and received a birth certificate of a British born baby (who was the son of an earl and countess the child died soon after birth). This American actually used this birth certificate to create a whole new identity. He disowned his relatives in USA and had a new family (with the fake name) telling people all this crap about how he was an earl and that. But things didn't add up for him. He didn't have a pommy accent and he didn't know how to get along in the Tube when he went "back" to England with his family. His kids and wife were pretty upset when they found the truth.

With the UK if you know the details you can apply for the birth certificate. If you're in the UK, you just move to a different area and start telling people to call you by your new name, get a new driver's licence and when you've used it long enough and accumulated enough id in that name you apply for the passport.

Officers are investigating how John Darwin allegedly acquired a false identity to get a passport.
But at £72 for a basic postal application they can't afford a lot of checking.

False papers are easily gained for the right amount of cash...
If a birth certificate can be obtained then you can become anyone you want.

He had a PANAMANIAN PASSPORT. Panama was one of those country people could go to up until about 5 years ago, to get a SECOND PASSPORT... that has now been stopped.
