The sirens are used to protect both the police and citizens. Their purpose is to alert others in the area that they need to move over and make room for the emergency vehicle. If the element of surprise is an issue, then they use their sirens to get within a certain area of their destination, and turn off the sirens so that the suspect won't hear them. At least, that is my understanding of how the whole things works.

Not really, if a police car were speeding to an emergency I'd prefer to know so I can get out of the way (and they can turn the sirens off if they need to and just use the lights on the roof (or they could even not use either if they don't need to disobey the road rules)).

Most calls do not require stealth, just quick arrival.
They are used to alert the driver who NEVER looks in their rear view mirrors and who you have been following with your roof lights on for three minutes.

The sirens are actually meant to warn others of clearing the way! but sometimes it acts like that double edged sword...the criminals are also warned in advance!

No, in most cases they need to get through traffic quickly. People will take notice if a vehicle is behind them making lots of noise and flashing lights.

In many situations, sirens are turned off before approaching the scene of the crime - they are used to annoy drivers on the way TO a crime :P
