If the comment was made in public, then the teacher and the individual are not unreasonable in expecting your apology to be public. It sends the message to the rest of the class that disrespect will not be tolerated. The private apology was good of you, but I suspect the public one will be more memorable and more likely to prevent you (and others) from future comments of the same nature.

Maybe the Teacher feels you will benefit better in the long run. It will have more of an impact on you and maybe you won't do it any more. I know that Humble Pie can leave a bitter taste in your mouth. We must realize that others have feelings too. It's not like you robbed a bank or anything, but just look at it as another lesson in growing up. :)

But did you make your apology as public as your "joke"? Or did you humiliate him in public and apologize in private? If so do you really think it was equal?
And the teacher's point might be to show, firstly that you should have thought more about the person who was the butt of your joke, and secondly, to show other students that it wasn't acceptable, by making you apologize in front of them.
Perhaps it would be better to think things through next time?

if you dissed him in public then apologize in public.
they are lessons in how to think before you speak, & mature enough to admit to doing wrong and stating so.
we all make mistakes and sometimes it's embarassing but that feeling doesn't last for long, but hurtful words can last a lifetime.
