They will come in season until they died. However as they get older it becomes more and more unhealthy for them and they become more prone to cancer, pyometra and other diseases so it is wise to spay them as soon as possible.

A problem with the kidneys wouldn't really affect the ovaries. It always needs to be a concern that if one organ fails to grow properly then what else is wrong in there. Being later than average coming into heat is not too worrisome by itself. She can be 13-14 months old at her first heat and still be within normal parameters. If the vet does an ultrasound on her kidneys then have the technician also check her uterus and ovaries.

One of my friends has a 12 yr old in season now. One danger is an older female doesn't SHOW symptoms of heat as clearly and so is more subject to an accidental mating (and more risk from a pregnancy). To be honest most in the world of compeating dogs spay their senior females because they worry about pyometria since the risk of that is sometimes considered higher in an older animal.

Bitches come into season until the end of their lives. Later on not quite so frequently
.
Unfortunately it is not good for their health to have these huge hormone surges and sometime phantom pregnancies.
Unless you want your girl to have puppies I would suggest you get her sterilised .
She will be a happier dog and won't attracted any unwanted male attention !
Good luck !
