I want to purchase Flash CS3...?

But my Mac PowerBook G4 is OS X 10.3 and the requirement for the software's installation is OS X 10.4.8 Leopard. Does that mean I have to purchase Leopard too?

Yes, and 10.4 is Tiger 10.5 is Leopard
So it means if you want the software and the system requirements call for 10.4 then you will need it also.
