The estate will be settled according to the laws of the state in which she lived. Usually the court passes the estate to the living spouse first and then in equal shares to any living children.Not really to much else to do but wait for the court to settle the estate.

How old is your boyfriend? Because in some states, the eldest adult in the family (usually a brother or eldest sister) takes over the family assets. And become legal guardians to younger siblings. But these things have to be assessed by the court. Is his dad still alive? Are the parents divorced? Your BF needs to consult with a family lawyer and find out what options are open to him and the rest of his siblings.

He should talk to a lawyer. More than likely probate will eat up anything left after the bills are paid.

He should honor his mother's memory. Whatever is his will come to him. He should avoid getting into petty arguments over things. Hopefully the family will be able to work things out amicably and it won't come to that.

Depends which country you are? What laws are there? Theoretically I don’t think he can do something; but he can try to speak with a notary.
