As said by other users, no. 80% of Italians do consider themselves as "Catholic", if you ask them, but the only reason is "since I'm born in Italy". Actually just 30% of Italians are Catholic "for real" and less than 10% are practicing, mainly (of course not only) older people.
Italy is a secular Country, it seems there are more concern about religion between politicians than between the people...
The fact the Vatican is inside Rome doesn't matter,
actully most Italians are annoyed by the Vatican recently increase in trying to affect Italian politics and society.

However, Italians are not devout Catholics, they are culturally and traditionally Catholic. Even many of the Italians that go to church do not have strong faith in religion. They go because that is what Italians have always done.
