I can easily answer both- God does have a divine plan for us, however we have a choice if we follow it or not. He has given us free will so that we would choose to follow Him because we love Him.

God gave us free will so we could become like him. Did not Christ say be ye therefore perfect?
We follow Gods divine plan when we choose to follow him and become like him.
He is a Father and we are his children. We want our children to grow up and be successful and able to make decisions on their own. God, being a perfect Father, knows what will bring us the greatest happiness and success. That's his plan and we can follow it. It won't all be accomplished in this lifetime of course.

You can't have a relationship with someone if they do not have free agency. We can follow God's divine plan by choosing to do so.

Dear Friend,
God gave us "free will" to give us a choice to either accept Him, or reject Him. God examines our hearts.
And yes, we most certainly can follow His divine plan. First of all, the Ten Commandments were given to show us how sinful a creature we are and that we need a Savior. Someone who can be our advocate. Someone who can speak on our behalf before a Holy and righteous God.
Jesus Christ came and bridged that gap, in order to "restore" our relationship with God. When we accept Jesus as our Savior, Redeemer and Advocate, He brings us into right standing with God. We are then "adopted" into His family and are given the Holy Ghost. The third person of the Trinity. The Holy Ghost "teaches" us about our "spiritual" condition and we go through sanctification, a changing process to possess the character of Jesus Christ.
Because of man's sin... there had to be a blood (life) sacrifice (Old Testament). Jesus Christ was the sacrificial "Lamb of God" and shed His blood (life) for us, in order to renew our fellowship with our Creator...God. (New Testament)
Sincerely in Christ Jesus,
lostnsavd...

God gave us free will to decide whether we want to follow His divine plan.

God gave us free will because He wanted to create a being who could freely love Him.
We can follow God's divine plan by accepting His gift at the behest of the Holy Spirit, and love and serve Him faithfully.
I am a Christian, and I did just answer both of those questions together.

God gave us free will so we can Love Him freely, otherwise, it is not Love.
There are really only 2 laws that we should strive to keep, and then everything else will fall in place. they are these: 1. Love the Lord thy God with all thy heart, mind and soul, and the 2nd one is like it, Love your neighbor as yourself.
what is so hard about that? It is hard to not be selfish and greedy, but God did make a way for us. He sent His Son Jesus to die in our place and left us the comforter or Holy Spirit to lead and guide us. We have to listen and watch to see what He says. You can find all that He says in the Bible, but there are times we just dont see it until we pray and ask, then He will open it up to us so we can understand.
So, why cant these questions be answered together?

aahhhh....God gave us free will, because love cannot be forced, and He wants his creation to love Him, because he made us out of love. Do you mean divine plan? We can choose to follow his divine plan, or choose not to. That's free will for ya. By practicing a life of virtue and constant conversion, one can follow his plan that one be saved. It is not his will that some be damned, he allows the consaquences of our behavior to come to pass, because he will not violate our free will.

This is a limitation on the human mind. It is possible to be aware of "the future" when you created the idea of "time" in the first place, and without touching mankind's free will.
It's kinda like knowing your teen is going to sneak out and party sometime in his or her life. Omnipotence kinda changes the scale and degree of the knowledge, but our free will is our purpose.

God gave us free will because He wants us to want to love Him. Simple as that. He didn't create robots because He wanted us to choose Him!
And God's "divine plan" (only one d in divine) is that we accept His Son as our Savior.
God bless!
