Different organizations, serving different audiences, use different funding & assessing tools.
For evaluation tools, one of my favorite resources is the Development Gateway (http://www.developmentgateway.org).
As for funding "tools", most large organizations use technology tools to track their donations, many of which are profiled at TechSoup (http://www.techsoup.org). However, the number one "tool" for fundraising is an organization's excellent work, promoted through networking with other organizations, government offices, international organizations, corporations, etc.
