I think there should be equal treatment of others in any relationship. You need to sit down and talk to him.
If he is doing something to you, then he is right to expect the same back from you. But again, you must be comfortable about it too. Many women do it.

If you aren't giving him a BJ and aren't having sex, then there's two other ways you can go about stimulating him.
One way is to use your hand and give him a hand job. Obviously not as good as a BJ, but still gets things going.
