Even though the mosque called the Dome of the Rock sits on Temple Mount, there is still room for the new temple to be built.

And, unfortunately, the Dome of the Rock sits on top of the site where the old temple was and the Muslims have excavated into the area beneath and found all sorts of sacred tiles and artifacts that SHOULD go to the Jews of Jerusalem, yet they have kept those things. That alone will eventually lead to more war.

Well, it's inside Israel, so I'd guess they do. Admittedly the muslims are the ones who control it day to day... so it's a cointoss. In a geopolitical sense, it's the nation of israel... in local politics, it's the muslim community...
