As many as you see fit. Red ones, especially. With that said, many Chinese (in China and Taiwan) are giving 99 (usually spray roses because they're less expensive) roses because the sound of '9' is the same as 'long time'.

1. Check with the florists first. Red roses may be hard to find this time of the year and you need lead time to order them from some tropical country
2. Check if red roses mean something to her. Many women do not, I repeat, do not like red roses. Be forewarned. Order the color she likes. She may LOVE salmon colored or yellow roses, or pink roses, or pure white roses.
3. If you can afford it, buy as many roses as the days or months you have been together, or something to that effect.

Maybe red is a symbolic color for love, not the rose. Red = colour for the heart = love. Yellow rose/yellow = friendship, White/Blue rose=mourning, etc.

Congratulations! And I think you are very sweet to be thinking of the 'perfect' way to propose.
I don't think you could go wrong with a dozen red roses...its romantic and looks beautiful. She probably wont be expecting them either...she will be doubly suprised when you pop the question!
There is no right or wrong answer to this question, follow your heart and remember this: She loves you..and you love her....however you do it...she will remember the occasion for a very long time!

Red is the symbol of love, so go with red.
As for how many, it depends on how many you can afford and how you want to propose. You could go from handing her one single to flooding a room with all of them and petals.
