Illegal to purchase a gun for someone else anywhere. Then there's personal choice. Better getting a gift certificate instead.

Technically, you're buying a rifle and then arranging a private transfer, all of which is completely legal if the person isn't banned from owning firearms (convicted felon, etc.). The problem is that a "straw buy" isn't so legal, and the two look exactly the same. If it's a family member or somebody for whom there's no question of the appearance of what you're doing, there should be no problem, but appearances can trump reality, so you'll want to use some judgment since the law isn't about the act but about the intent.

Under federal law in the U.S. it is perfectly legal to purchase a firearm and then give it as a gift to another person. What is illegal is what is called a "straw buyer" purchase where someone has you purchase a gun for them because they cannot legally buy a gun themself or they are trying to avoid having a background check done on themself (kind of the same thing). Some states (Calilfornia is one of them) do have stricter laws on this subject.

Yes, you can do it but California is a freaky place for gun laws. Discuss exactly what you want to do with the dealer you're buying it from and he'll make sure you comply with all your local requirements.

Maybe you can buy it and get the lucky person to pick it up at the store.
If you take it out of the store it will have to be in your name. The gun has a serial number on it.

yes, when you legally buying a gun, the gun is registered to your name and SSN. you have to do transfer paper work
