I am planning to migrate to Australia. For that purpose, qualification certificates etc need to be attested. I live in Thane, Mumbai, India. Who and what authorities can attest these documents.

All certificates,degrees,diploma etc relating to personal information such as age/birth,death,affidavits, power of attorneys, marriage, education etc has to be Apostillised for the purpose of being admissible for any foreign transaction including Immigration, Citizenship, Marriage to a foreigner in a foreign country, admission to foreign college or institute, etc. The process of Apostillisation means authentication by the state Home department/General Administration Department are the designated authorities where you reside & obtained all such documents & further being attested & stamped by the Ministry of External Affairs for issue of Apostilles. Once these documents are properly apostillised, they can be shown at the time of interview for immigration & true attested copies of these can be filled along with your petition for immigration to any country. In case these documents are not properly apostillised even if you get copy of these attested by the Prime Minister of India will not be admissible for your immigration case in any country.
