Because they do not know how to be modest. All persons professing to be Christians or followers of Christ are to conduct themselves with modesty.
(1 Timothy 2:9-10) 9 Likewise I desire the women to adorn themselves in well-arranged dress, with modesty and soundness of mind, not with styles of hair braiding and gold or pearls or very expensive garb, 10 but in the way that befits women professing to reverence God, namely, through good works.

I noticed that when I attended. I mean I understand with some styles the cuts will show some, but I mean women who shouldn't have been showing off what they had were wearing really low necklines, and I caught hell when I wore a skirt that showed some thigh when I set down? I mean come on, I tried it on before I bought it, but I didn't sit down and look in the mirror. I figured if I was sitting down nobody would care.
So this lady with her breasts hanging out of her top, came up and ctitiqed me on it after the service. Of course I was 150lbs lighter than her........after that I just wore jeans and t-shirts and told my mom, I didn't see anything in the Bible saying I HAD to dress up, and I was 18 going in my own car. Of course when she found out the reason why, she was sooo pissed.

Because they are hypocrites. I'm an ex swimsuit model who doesn't go to church and I don't flaunt my flesh the way some "Christian" women do. Sad.

Genesis 2:25: And they were both naked, the man and his wife, and were not ashamed.
Despite cleavage not being close to nudity, I guess the women want to show that their not ashamed.

to attract lookers, they are so insecure they are hoping you will look at their body and not what kind of person they are, I have more religious friends that seem to have the looking problem, mostly the gals.
