Not really, 3 weeks is nothing for mead... honey takes the longest of all sugars to ferment. Mead takes 6-12 months before it's ready to bottle, and should be aged for a year or few after that.

After three weeks, mead will smell like yeast. Rack it to another fermenter and let it go for several months.
