you have to get a court order document stating that she is legally your ward...she will not receive medical thru the military...since she has a small income and other health issues she should qualify for medicade/medicare...
i was a ward of my parents(now retired army) for 4yrs til they could legally adopt me and they couldn't get me covered under their medical until the adoption was finalized..just because you have someone as your legal ward does not mean they will get medical benefits...she does get px privileges, commissary privileges and other small benefits...

I claimed my step mother when she lived with me after my father passed. She had a small income, but I was providing her a place to live and that put me in range to be able to claim her. You have to be providing more than half the expenses for her care. If she can't get Tricare your husband should be able to get coverage through the Navy if she is his dependent.

It is difficult to add a parent. you have to basically provide 50% or more of ALL their living expenses for a minimum of 12 months before you can put in the paperwork.
If accepted, she would be eligible for Tricare on a Space available basis ONLY. she would count for dependent purposes as far as COLA, Bedroom entitlement, and PCS moves.

Um she should be able to get tri care!!!!!! My husband and I were thinking about moving one of his family members (mom) in with us and they would have gotten at least partal tricare. I dont know where you all are stationed but if you just go or call your fleet and family help they should be able to help you.

Yes you need to have custody of her basically you need a lawyer and take it to a judge. then take the orders from the civil courts to Personnel (S-1) and she can be basically made your ward and you can move her into base quarters with you and get her an ID Card and coverage under tricare. If she qualifies in court as your dependent.

Yes your husband can he will need to go to JAG and find out what all he needs to do, my dad claim my grandmother when he was in the AIr Force she lived with us even moved to Panama Canal , had an id card and Champus ( Insurance at that time)..
I think its great you want to take care of her, my husband was going to try to claim my grandmother ( I wanted to take care of her as she took care of us) a few yrs ago but she passed before we could get things started.

Check with your personnel office...I don't know what they call it in the Navy....I worked in the ID office briefly and helped some folks claim their parents but wasn't able to help others...the whole hinges on you providing 50% or more of her support...If she has little to no income, its easier to prove. in a situation like that if you can get legal custody of of his mother then yes you would be able to claim her.
