1996 Ford Escort? Seat Belt?

I have a 1996 Ford Escort and my drivers side seat belt the shoulder part where the seat belt moves when the door opens, car start etc. I want it to work any suggestions on fixing itor replacing something??

Go to Ford for a new one or to a wrecking yard for a used one. They're not hard to replace.
