what's the best software to make pdf files?
i hope it can make best quality, less time, and small size in the harddisk.
i use dreamweaver make webs and transfor it into pdf format with acrobat professional 8, do you think it's good?
could you suggest me other ways which are better than it?

I make the document in Microsoft Word and use Adobe Acrobat Distiller from inside Microsoft Word to convert the files to PDF.

Acrobat is very good - and very expensive.
You can save a Print Shop project in PDF.
There is also a free, online converter at www.media-convert.com

For document processing and reports I suggest using Latex. Steep learning curve, but worth it in the end.
