Of course it depends on the state, but I know that in Maryland, (a state that does not require annual vehicle inspection) if the vehicle has a flaw that would make it fall the state inspection they will not allow it to be used for a driver's license test.

This includes cracked windshields (even if not in the driver's field of vision), bad tires, bad lights, and obvious excess smoke.

In a state that has annual inspection, the sticker is right on the windshield, so I am sure that they look for it!

Get the car inspected before you go for your test!

Do you mean a "Vehicle Identity Check"? This is a requirement when a vehicle has been rebuilt and is a means of checking that it is not a stolen vehicle on a new identity although it has obviously been tagged with this because it may very well be a crash rebuild. A crash rebuild can be quite safe if for instance a replacement shell has been used for a rebuild, using the other ancilliary parts to complete the work. In the case of a classic Mini, I would suspect that it will have been extensively rebuilt, a fact that the seller should disclose if asked. As such you would do well to thoroughly check the vehicle for any major repairs and request the full history from the seller before agreeing to any deal. If the seller has deceived you by not telling you about any details, you should then be entitled to your deposit back if you decide not to go ahead with the deal.

This depends on the rules for the geographic region.

In some localities there is absolutely no requirement that any vehicle on the highways meet any kind of inspection. Thus if you had a behind the wheel dirver test to take, this would be irrelevant, unless during the drive you had some problem happen that could be linked to bad condition of the car. You see, when you are driving a car, you are accountable for your actions, and the condition of the vehicle.

In some localities there are various mandates for condition of vehicle, such as not causing more than some level of pollution, in which you get a sticker showing that it has met some standard. If you take a road test in such a locality, then the drive tester will be checking to see if you have that sticker, and it will go bad for you if you are caught without it.

In other words, is the car you choose to drive legal to be driven by anyone in that locality. If the license plate sticker has expired, then you are in trouble.

No. Your vehicle has to be currently registered, inspected, and insured, in order for you to use it for a road test.

Everyone is saying no... but from what I remember about my driving test is that you can arrive with any vehicle and take the test. I don't remember anyone running any kind of vehicle check or checking for the inspection sticker.
I don't think anyone was checking.... I think any vehicle that you show up with for the test is okay to use.
I don't even remember them looking for a license plate on the back of the car.

No, you can't have it on the road without a current inspection sticker, valid license, and current insurance.
