I am a little chubby around the mid-section. I am 5'4" and 14 years old. I wear size medium- mostly large in shirts (size medium-mostly small in t-shirts) and I was wondering if there are any excercises that will help tone the mid-section in about 1-3 months. Something easy though. What about hula-hooping?

Never ever use weights for abs. It will build the muscle up, not tone it. The point is to make it smaller, not bigger. Crunches and situps for the upper abs, leglifts for the lower (pooch) abs. Diet helps as well. Leglifts can be done in many ways, at first start by just lying on your back and lifting them about 6" and spreading legs wide, then closing. When you get comfortable with that, you can try supporting yourself on your arms between two chairs, and try raising your legs to 90 degrees. This is hard, and will hurt at first, but is a serious ab workout, both upper and lower, and back and triceps as well.
When you can raise and hold your legs perpendicular to your body for 30 seconds, you will have toned your abs pretty well, the rest is a diet issue!
