well, if he wants to make out with you too- then do it- you can make out with someone but not have a relationship. Just be careful not to send the wrong signals. Tell him upfront what you want, most guys are not looking for a steady relationship so he might go along with it.

well how does he act towards you? flirt alot with him but when flirting subtly hint at the fact you dont want an actual relationship. and then when your with him give him the signs of wanting a kiss. break eye contact to look at his lips, give sexy smiles, touch his arm when you talk to him.
then, when the time is right, if hes not going for it, then just kiss him. :)

do nothing. You will regret it if you do do something and you may loose the friendship you already have. Who knows, if you wait and get to know him better you may want to date him later. Why risk that for a kiss?
