No only when an Operating System is downloaded on your computer, Many of the vendors download the software and don't give the customers the disc's.
There are NO FREE DOWNLOADS of the newer Operating Systems like XP or VISTA. You have to Pay for them and they require a Key Code to unlock them.

Even if you find one, you will need a license key to do any updates. With the XP checking, pretty hard to get around.
