Wow, that was really fast.
Some states actually WILL allow a refund, if you've had the plates less than (insert time period here, varies between 30 and 90 days). BUT, you have to cancel the plates first.
So you're going to have to contact your local dmv, and see if you can 1. fill out a lost plate affidavit to get those plates cancelled and 2. get that refund, based on the number of days you had the plates active. It goes from the date they were issued, until the date you cancel them, NOT the repo date.

The new owner has the car and all of its contents including the new registration. Try getting the car back. By paying for it as promised. As in the loan contract.

Here in Kansas you can take the license plate back to the DMV for a partial refund.
