Are you kidding?
Take it from a former Vet Tech.
Cats are MORE than capable of taking care of themselves.
In addition to teeth and claws they scream like banshees. The sound alone will bring attention to intruders. Attention that will call the authorities (hopefully)
They move faster than the human eye can track. Teeth and claws moving very fast are a bad, bad thing to human skin.
A cat bite can cause life threatening infection in humans. Seriously. One of my former co-workers spent 2 weeks in hospital with IV antibiotics after a relatively minor cat bite.
Combine all this with the fact that they are VERY territorial. The vast majority of cats will yield ground to humans and larger, fiercer animals, but for the few that stand their ground, very few animals will take them on.
They are one of the best predators on earth. They are second only to humans in the numbers of animals they've sent to extinction.
So, yeah.
Our little moggies are fierce, and very capable of protecting itself.

The cat could be aggressive toward strangers. If confronted, he could claw and bite. Most cats give plenty of warning (growling and posturing) that they're upset, and will try to avoid a physical confrontation. I've only known of 1 cat that would viciously attack a person without being provoked. (He put his owner in the hospital once.) But most of the cats I've known would either run and hide or approach the stranger hoping for a scratch behind the ears.

Your Neighbour has either trained the cat to deal with an intrudor (which you can actually do)
or your neighbour sees the cat in high sights and loves the cat so much she/he would love to know that the cat could protect her

You would be very surprised at what a cat can do.
I have a cat who would sleep up on top over my kitchen cupboards. and when ever my brother(who is 6 foot 5 and 214 pounds) would come in to my house when I was not home . She would jump off the cupboard on to his back and bit an scratch at him viciously.
We have come home twice to find him on the floor and needed to bring him to the hospital where he had to be treated for infection and he has had to have stitches.
He has also brought him self to get medical treatment on several other occasions because of my cat.
Needless to say my brother wont come in to my house when no one is home now.
Cats may be small and cute. But they have never been truly domesticated. They can get very vicious and very protective of what they view as theirs.

She may just be kidding, but the cat could try attacking the intruder and bite/scratch him up causing him (if nothing else) to cry out and give warning. The cat (like many have) might also run to its owner to wake her and warn of danger.

If you've never seen a "mad" cat, you've really missed something. My sister-in-law had a cat that attacked the screens when someone was working on the outside of the house, and then.......when the son came to visit, the cat wouldn't let him come up the stairs. She litterally ATTACKED him, and drew blood. My sis-in-law had to "rescue" the son!! So, there you have it!!

Actually, cats were trained as guard animals in ancient Egypt...and they were larger than today's domestic cats.
So it isn't far fetched to have a "guard cat".
