"Infamy" is the opposite of "fame," so Roosevelt meant that this day will always be remembered as one in which something bad (infamy) happened. He made the speech on Dec. 8, 1941, the day after the Japanese attacked the American base at Pearl Harbor, Hawaii. In the same speech he declared war on the Japanese and America officially entered World War II.
