I starred this because it's a very interesting question. Since it is supposedly not a sin for a man and a woman to have sex, does the transgender count as a man or a woman? Does God judge by DNA or by physical characteristics? And to whom does the sin fall, the person who is not transgender or the transgender who is genetically if not physically having sex with a same sex partner? I'll be interested in any considered answers to this question.

I don't believe in "sin" in the traditional sense of the word, so no. The concept of "sin" is really just another word for "evil deeds". And "evil deeds" are anything that is cruel, hurtful, or brings misery to other living beings. For example, I believe it is a great evil to persecute anyone for being different, or to make anyone unhappy on purpose, or to harm another human being physically, mentally, or emotionally.
When it comes to matters of the heart, there are no "sins", only two people who love one another. If you love a transexual, there is no shame or wrong in that so long as you treat one another with dignity and kindness. There is a great shortage of people truly loving one another on this planet. Who in their right mind would begrudge anyone a little happiness?

only if by engaging in said relationship you are hurting or decieving someone. for example if you or they are cheating on someone else.
