In 2007, the highest homicide rate is in Western Canada, with 1st being Regina, where the rate was 4.5 homicides per 100,000 population, Edmonton (3.7) and Saskatoon (3.3).

Although Toronto or Vancouver does have more murders, the rate per 100000 is lower than these cities. Also, since Toronto and Vancouver are much larger cities, different parts of these cities are "hotspots" for crime and other parts are very safe. If they were considered by themselves, then you could say these "hotspots" have a higher homocide rate than Regina or Edmonton. But because an average of the whole city is considered, the statistics don't reflect the fact that these parts of these cities are very dangerous.

That's because Canada is a cheap, poor, dull country. That is the reasons even criminals don't go there. US attracts lot of criminals due to their exuberant wealth.
