Imprisonment plus fines are expected to be meted to someone caught driving without a license under the law.

A ticket for driving without a license (since your permit is invalid without a licensed driver present) and the biggie, possibility to lose your chance of getting a license until you are 18 or 21.

In Pennsylvaina the driver could receive a traffic citation for driving without a license (since the permit is invalid if its rules are not followed).
