One way to approach it would be to do a "focus group" of a few working people, and ask them what prevents them from continuing their education on the side. Then create an advertising campaign that addresses their concerns. Let's say a common one is "I won't have time to have a life." Get/create some testimonials from people who are working & completing degrees while still enjoying hobbies, family time, etc.

Look for the USBs (Unique Selling Benefits) of the OU.

1) It's up with the best Universites in the country for its academic record and employers recognise that.

2) Its learn-on-demand puts the student in control of the time they spend on it.

3) No need for student loans as OU is pay-as-you-go.

3) Having an academic qualification from the OU puts you head and shoulders above the majority of tertiary education facilities in the UK (put tactfully, of course).

If it were a poster or tv campaign I would like do do something quirky. Perhaps a woman breastfeeding a baby whist attending a lecture on thermodynamics; a man digging a garden whilst listening to a lecture on dodrenchology and so on.
