Contact your local boy scout council. They can give you the numbers to call to contact the scoutmasters. When I moved here I called and they gave me 4 troops that were active within 5 miles of my house.

Find a troop that he feels he fits in to. The adult leaders will take care of the rest. It's just a registration application and a registration fee.

go to BSA.org and find the boy scout council for your area. they can tell you where the different troops meet.
