Passports can held by anyone who has the right to obtain a passport from that country or region. Sometimes you can get a passport from a country you are not a citizen of (if the rules allow it). The UN has its own passports so many UN passport holders would also have other passports. First of all, as far as I know the US doesn't permit dual citizenship, you are required to give up your other citizenship when you become a US citizen (unless the rules have changed recently or maybe it is different for different countries). The problem is that no central record is kept, so some people have dual passports without actually have dual citizenship (many Chinese people do this, they keep their Chinese ID, but have a citizenship for another country). This works out well until you are caught. The UK people wouldn't take and keep your US passport, rather they would request that you notify the US authorities yourself. Consulate staff are not particular helpful.

You need to be here legally in some capacity.
Work Permit plus visa needed to work
Visa needed to marry (and of course someone to marry)
the qualifying period for Indefinite Leave (permanent residency) differs depending on your reason for being in the UK and this is all on the websites.
After you have Indefinite Leave then you have a qualifying period before you can apply for full citizenship and the current process is on those websites. All along the line each visa has to be paid for and there are various tests to take and there is no guarantee that the rules will remain the same.

Renounce US citizenship and take an oath of allegiance as a citizen of UK. Residency is needed in UK and knowledge of UK government and culture is also required.
