VA Hospital is my only guess. My father was a vet, only drug "addiction" was marijuana.

The VA hospitals and clinics do not do such a fine job of communicating between one another, nor are they inclined to: some of its employees have lost sight of the original Congressional charter of what and who the VA is to serve and how to carry this charter to success as do modern circumstances demand, which is both bewildering and aggravating to those of us who are veterans -- for both addicted and non-addicted veterans alike.

The best thing to do would be to call the nearest VA hospital and ask them. It is best to donate direct or less money will go into the program.

Contact your local VOFW chapter, any drug treatment center, or homeless shelters in your area -- they will be able to refer you to their own programs, or those of other agencies, that help veterans with addiction issues.
