They dated for 3 years. Tommy first asked her out at the end of "Green Candle". Then they were dating steady for the next 2 years, though you don't really get to see the relationship that much during his powerless times. After Kim gave her powers to Kat to go do her gymnastics career, Tommy & Kimberly had a long distance relationship for the next year. They broke up during Zeo in the episode "There's No Business Like Snow Business" when Kimberly sent Tommy a letter that she was dating someone else.

The first true date was in the episode Green Candle, the last date was just before the episode Ranger Catastrophe. Even though Tommy was very concerned about Kim, after that, there was no dating, since things were happening too fast.
