I should think she's late 19th century, probably Italian, and possibly a 'tourist' piece for a gentleman collector! There were a number of artists who produced these pieces, but names escape me at the moment.

To me it looks like the work of a minor Spanish painter from the early 19th century, especially with the flower in her hair. I don't think it's anyone of importance, but it is nice enough.

It looks 17th century Dutch but likely not Rembrandt or Vermeer. It could be a knockoff of a Dutch-style and used for a beer ( like, but not, St Pauli girl ).
