It is a holy day of obligation in the U.S., and the Saturday night Mass (vigil) does NOT count for the Saturday obligation today, only the Sunday obligation tomorrow.

The reason why it's a Holy Day in the U.S. is because Our Lady the Immaculate Conception is the patron saint of the United States.

Yes. It is not just that it is an obligation (I dislike that term), it is a great joy to attend mass everyday and especially on days like the feast of the immaculate conception

Yes, especially in the US. Mary is our patron, our National Cathedral is the Cathedral of the Immaculate Conception.
