Tom, I am a microlight (a.k.a. ultralight) pilot from Norway. Here is the main difference: If you'd like to fly with family or friends (more than one passenger) you need to take the PPL license. If you have enough with only one passenger, the microlight license will be much cheaper and just as much fun, if not more. But you will also need to be interested in the maintenance of your aircraft. I suggest that you contact local clubs and talk with them. This can't be done on the internet.
For your information, without previous experience, I took the Norwegian microlight license four years ago, bought a Kitfox homebuilt aircraft and flew it twice to Belgium and twice to Germany.
