A promotional code is offered to you by Virgin Trains as an inducement to buy tickets at a reduced price. There is no one 'promotional code'. If you haven't got one, then you can't enter one when buying on line - it just means you can't take advantage of whatever offer the code related to. You can still buy tickets, though.

I am not sure where this idea that there are promotional Codes available for railway tickets in the UK comes from. The best place to find cheap tickets for Virgin Trains is on their website.
