Because the Catholic Church is filled with men in authority committing "Child Crimes" and they have no idea what they would do with them. They have a Priest crisis already without getting rid of those who have committed these "Child Crimes"!
They still think they are above-the-law in many respects.

Because his loyalty was to "the holy mother church." In fact, that's what all Roman Catholic clergy sign up to protect and defend. Haven't you ever wondered why so many of the female clergy, nuns, sisters, and Catholic nursing staff have never told? To them, their church is literally the earthly manifestation of the mother of all Christianity. They protect "her" with everything they have. And they have a doctrine (I forget it's correct name) that allows them to lie to protect anything that would take it down. It is more sacred to them than any human lives. That is why.
