You should look for either a camera with a zoom lens better than the usual 3x or 4x, OR a camera that can accept add-on lenses. Among the zoomers, Consumer Reports lists these in order of quality, best first: Canon Powershot S3 IS, 12x, $290; Olympus SP-510 UZ, 10x, $240; Nikon CoolPix S10, 10x, $250; and Panasonic Lumix, 10x, $350. All of these have Image Stabilization, which is needed for zoom shots. This list is from their November 2007 report. In terms of reliability, Panasonic has the best score, followed closely by Olympus and Canon, with Nikon not far behind. (Stay away from Pentax and Vivitar.) Panasonic is a good brand, as stated above, but their image quality is not so.
If you want to take up close images, I would suggest buying a digital SLR. But, for $400, you could not find one. So, you should look into a camera with a long zoom, such as the Canon S5 IS. If you select a different camera, stay away from digital zoom. This totally destroys your images.

I have a fuji and its great. It really depends on megapixel size. The more MP's, the better image resolution. I suggest looking on amazon.com. They have amazing discounts sometimes. I got my $400 camera for $130, brand new.
